The film stars Vijayakanth and Roja, and was released on August 2, 1996.
The movie tells the story of Tamizh Selvan IAS, an assistant collector in Chennai who rises to become the chief collector after being insulted by a corrupt colleague. He marries a research scholar Fathima and helps a rebellious group leader solve their problems with politician Vedimuthu, earning him the admiration of the masses.
However, this success irks Vedimuthu and other politicians who do not want Tamizh Selvan to prosper.
